The equipment isn't already in place at Algar. Algar was constructed to add plug in modules to the existing plant. Like Lego construction if you will. Connacher has to have the modules built and trucked to the site, hence the cost cited. Also, a pipeline company can build a pipeline to POD 1/Algar and charge Connacher a toll on every barrel of dilbit shipped. After 3 or 4 years, once they have recouped their costs plus interest, they would then turn the pipeline over to Connacher who would then be responsible for future maintenance etc.
