CLL is currently in a holding pattern and will remain there until the institutions decide to move SP one way or another. I'd argue that CLL is really only being traded by these institutions and a few retailers getting their shares weaseled out of them. Stagnation causes fear and uncertainty and retailers start panicking when there's no movement or a downward trend.
I'd argue the main reason for the lack of movement is the general market conditions. There's 2 camps out there. The first thinks the market is on the verge of collapse and the other is saying there's going to be a further move up. So CLL is caught in the mddle between these 2 camps. The recent minor correction allowed the institutions holding a short position to bring SP back down to $1.15. These guys are putting up walls to prevent SP from going up as they believe a further correction is coming. Now the institutions with a bull position are putting up walls to prevent Sp from a further decline. So we've got a Mexican standoff with both sides trying to prevent the other from moving SP. IMO , the market in general will decide which camp will win..So all we can do is choose our camp and sit it out.
