Message: Acting Post-BFS?

One question that I just cannot find any plausible answers to is:

Why would Teck allow the BFS to be released (for even more than a day) prior to acting on CUU?

If Teck gets to see the BFS prior to its release, then I'm sure intense negotiations would begin quickly thereafter. Especially since we know Teck is working very closely with CUU. A scenario where Teck lets CUU release the BFS then Elmer getting phone calls from Xstrata and others to make a deal while Teck mulls over 120 days just doesn't add up.

Thoughts?

By the way, WG great Interview post. I've had a hard time getting even one or two of those questions answered thoroughly.
