I agree with your assessment Prospekt. If I was a mining giant and wanted to partner with Teck, I'd want all the information available to make an accurate bet on the project.

Consider this: if the BFS is complete, and CUU & TECK are at the table reading it together. Teck has the document in hand and can bring partners in on negotiations at the same time prior to making the BFS public. But Teck sitting on the BFS for 120 days does not make sense. I cannot see an advantage for TECK waiting it out after everything becomes public information and bidding wars could spark.
