deal finalized can mean that they get money or don't get money. Either way, it's finalized. Vette didn't say that Greek would get their ducks in order (although I think he's anticipating that).

EU leaders gave Greece 6 days to meet their demands. Meeting is on Wednseday - as far as this second round goes, Wednesday is D-Day for Greece. The drama continues...
