No. It would not be.

TCK's offer must be NRed to the public. CUU's Board would then have to evaluate the offer to see if that's the best deal to its SH. The Board would then make a NR for it's recommendation - whether yes or no to the offer. The SH will then be able to decide themselves based on the Board's recommendation. That's basically how it will play out. JMO GLTA!
