I get the whole puppetmaster angle with Elmer pulling the strings at EE and Teck's behest and would realy like to believe this was all by design. But the one part of the equation that doesn't make sense if this was all done intentionally to get the reRE included in the BFS.....

Elmer has been in this business for many decades and has worked hard to build up the reputation he has. He has essentially thrown Tetra Tech under the bus here. I have to assume that its deserved and that they haven't delivered on their promises (though it does raise some red flags that Elmer had no clue at all as of two weeks ago).

This NR would seriously p$ss Wardrop off if it indeed isn't their fault and their client(s) - CUU (and Tech) - keep changing things up on the fly to try and get this delayed. The word would get out that you shouldn't do business with Elmer or you might take the fall for his changes of heart if they have unfairly been made the scapegoats here.
