This is a very likely possibility and I think that with the activities that happened this week we were all so pre-occupied thinking about the NR that it took us a few days to calm down and think of possibilites other than our management leading us astray.

Within the last 2 weeks and the RE3 preliminary numbers in hand, what if ES said to Tetra Tech " We would like the new RE3 to be included in the FS, after seeing the preliminary results, they need to be included " TT says " Well we agree, but we do not have the available manpower right now to get the RE3 included and meet your timeline of March 30"

If this was the case, the manpower issues are true, Elmer is not lying and it does not mean Tetra Tech "Dropped the Ball" just slightly different context.

Could the current black out be because the RE3 numbers were acquired earlier than we thought? Say early Feb.

It might have been better to say to us SH that the RE3 is now going to be included, thus the delay, and we all would have been slightly disappointed but happy for added value and honesty.

With Jim Gray's involvement in the preliminary FS, I cannot believe that he has not been involved in the FS already, a good move to get him involved. He must have done something right b/c the PFS numbers were good!
