I imagine most of management is aware of a lot of numbers and information from the BFS and RE. Even though the numbers will change as a result of the RE, I imagine they know enough that trading on that information would be considered illigal insider trading.

The Blackout doesn't mean that they are negotiating with Teck or anything but it doesn't mean that isn't the case as well.
