The way it works with mining claims in BC is the claim holder has to do a set amount of work on them before the first year is up or pay cash in lieu. They can be grouped together as long as they are all contiguous so the work doesn't have to spread all over the group of claims.

It used to be $100 per unit but that was many years ago that I was involved, not sure if that has changed.
