The net cost of the road building would be part of the capital costs and would be included in the BFS. The transmission line is being put in by the Government and would not be part of the cost to develop SC. The transmission line would reduce the capital costs for SC, without which SC would have to include the capital costs to set up its own power supply. So the transmission line would mean a reduction of the capital cost in the BFS. JMO GLTA!
