You're probably right, but, they say they are reviewing the comments by the regulators, not that they were obliged to resubmit. They also have that standard forward-looking statements clause that says forward-looking statements involve known and unknown...other factors...which may cause the actual result to be materially different. They further specify this: "Forward-looking statements include statements regarding Teck’s plans to resubmit the Supplemental Environmental Impact Statement for the Quebrada Blanca Phase 2 project and the timing of the resubmittal."
I know these things are fairly standard but it does give them leeway to say and do essentially whatever they want at this point. I think it's sufficiently garbled to leave an opening.
