You are right to be puzzled by the activity at Stewart. The only thing I can think of is that the Stewart facility will be used to bring in various equipment and material for building SC infrastructure prior to switching to the outgoing product. Some of that equipment and material would likely need to be stored securely under cover and be barged to Stewart to limit the amount of highway travel (thinking oversized loads).
