Prospect, deals are always negociated before shareholders approval. It doesn't mean that once it is annonced that it's a done deal. It still needs to follow proper procedures. But the share price usually picks up to the amount per share once the halt as been lift lifted, even when it is not completed or official yet. We have all seen deals that fall through for all sorts of reasons.
