Another possibility that just ocurred to me is that they received the results on these holes and in order to keep to the letter of the rules, they released them without delay. And they really are finalizing the agreement as would be logical from the fact that they stopped drilling a couple weeks ago. It is really difficult for me to imagine EE and ES being jerked aroumd by Teck.
