Yes, nice find, Gece. Bottom line in the report:

"In desert areas, such as Arizona, water is a scarce commodity that requires
conservation. With the adoption of many of the practices that are discussed above the amount of
water consumed can be managed effectively. This is the goal of the mining industry in the state."


So, essentially, if you discover the mother lode and its otherwise economical, then you can get water to the site by hook or by crook. Where there's a will, there's a way. It's a question of whether or not Elmer can prove up enough Cu.
