September's running out fast

I read somewhere that Elmer said the BFS would be issued mid-August/early September, then somebody else said it would be released in 'September'. Then I read that Elmer would have the completed BFS in his hands a few weeks before being made public that so that it could be checked, double and triple checked - that means it's possible he got his copy of the BFS mid-August/early September if it really is to be released in 'September'. Now, surely the BFS was tripled checked before he even got a copy, so what is holding it up from being made public? Please don't say Elmer is waiting until the last minute again because his modus operandi is getting very boring. MTS
