I use TD as well.

After you log on , click on Markets And Reseach.

To the right of the page you will see Alerts tab

Enter the stocks you wish to be advised on and the parameters that you wish to be advised about such as star changes and submit.

The star ratings are pretty useless but you can set for NR or Reuters reports when they come out , etc. and they will automatically send you emails .
