Why no MIRA?

The CEO of CUU went out publicly with a statment (in the last audio from Vancouver presentation) that TECK is now satisfied (my interpretation of the audio), just like Elmer (based on conversation with him) that we have a copper district OR a province. Now, isn't that what the release of the MIRA would have also supported?

My question is, would a CEO of CUU say something definitive like that IF he did not have the results of the MIRA before that meeting?
