I stand behind it.

One source who has experience in these matters says it's highly unlikely that anything would result in a change. He went on to say that they people who have to represent the document in negotiations would have to study it as a group. This implies exactly that, a negotiation team is educating itself. In our case we know who's involved.

Source two says if the document is not released it's not because of the negotiations. They have found an area that could be improved (error).

Source three says. Often when the numbers are being discussed one group will request a review of a specific item. This does not derail a negotiation it just adds clarity.
