I'm not 100% sure of this but if they are in blackout for the past year then they would have to exclude themselves from giving themselves more incentive stock performance options for the year. Most junior companies will give their employees stock incentive options as part of their pay in lieu of cash at their AGMs. I don't remeber seeing the execs grant themselves more stock options this year so it kind of balances out their retaining the past stock options.
