I believe it was brought up briefly a while back but there wasn't much discussion. It is definitely intriguing and unfortunately I don't think there is much surrounding blackouts and private placements. You would think being blacked out would inhibit the ability to fund private placements. If that is the case, then EE would have been blacked out very recently. What that means, I have no clue.
