I agree that they can't start until its handed to them but I disagree that it has to be done to hand it to them (though, I imagine it is done). Analogous to a scientific paper or an English essay, even though one might not have the discussion section or conclusion finished, they can still have their introduction, methods, results or body paragraphs reviewed and (essentially edited) without having absolutely everything. With that said, I can't see it AT THE LEAST not being done when they NRed that the economic analysis would be done in early September. Before they said vague things or said the whole report, which can be underestimated... But a single section being off by as much as they are now? Seems unrealistic.
