Because the information that he had back then has been overtaken by a lot more

In other words, what he "knew" then has not happened in any reasonable way, primarily because of the continued failure of Tetra Tech to perform

I think we can safely say that nobody really knows what the hell may come out of these studies

Other than it will be positive
