I'm pretty sure you can participate in PP if you are blacked out, because the company is seeking capital for legitimate expenses. Keep in mind the black out they have is self inflicted to stay true to the share holders. EE just wouldn't be able to buy publicly until the BFS is done. as far as options they are all probably going to do it at the same time once the bfs is released.
