If there were significant issues with the BFS, it would cost money to pay for continued rework.

The last PP closed Oct 24th for $2.5M, which was less than the total possible amount.

This might be seen as a clue that major rework/problems are not the cause of the delay since CUU isn't raising more money and we didn't even take the full amount of the last PP.
