Elmer doesn't work directly on the BFS from scratch anyway... that's what all the other engineering firms are for (like Tetra Tech). He reviews it and signs off saying that it's right and done properly/up to standards, makes comments and revisions etc. He's not writing the BFS solo...he would and should have "free time" regardless.
