Ridley Terminals is getting an upgrade and Teck and others (Coalspur, Anglo American) have already pre-booked space to ship more coal out of there in the coming years. The stacker-reclaimers are getting upgraded and a new one is coming in sometime next year. (see pics) http://www.rti.ca/en_terminalprofile.html

And yes, it's Port of Stewart that has been pre-arranged for shipping concentrate. They have some room for expansion yet there too. More mines should be coming online up North (or at least approved) in the next 5-10 years.
