The problem is that Lynn, Mike, Kathy and Elmer all know what is in the BFS and we don't. Furthermore we only have hints saying they are working hard to finish when for all we know it's been finished for a month and the delay is to appease someone else. We can only surmise what the delay is. If the BFS is good then elmer knows it's good and he can wait. We don't know and that is the problem.
