Doesn't it seem blatantly obvious though?

There had been inaction from Stifel for over a year and then all of a sudden they buy 30 or so thousand shares at $1.09. They proceed to sell a few thousand here and there at a lower price the following couple of days. Seems far too suspicious if you ask me.
