Hell, I can't say it any clearer

The BFS has not been released because Teck is trying to figure out what they want to do

They do not want to sign over the Liard interest, which they have to do upon release of a qualifying BFS

..that would raise the risk of Elmer, selling CUU's interest, maybe to someone in Matt Benders Rolodex, for more than Teck is willing to offer

That entity would assume the controlling position in the mandated JV to build the mine...Teck could not accept that situation
