"I'm not sure about the ''absolutely have to NR once the clock starts'' thing?"

Most events requiring a NR are not expressly defined in The Securities Acts. The guideline is that if an event can reasonably be expected to have an impact on an investor's decision then management should make a NR to inform the public. I would think completing the BFS, and delivering the BFS to Teck and starting the 120-day clock are important events that would fit the bill and should be NR'd. JMO
