Message: Questions for CUU

Since the other call provided a reference to a team of engineers at TT, and since we have a relatively current RE on contained minerals, the question is what is the possible issue that could give Teck pause

Meta, as a PE myself (ret) there are numerous areas which Teck can use as stall tactics. For eg. they could complain that the environmental studies were not adequate and should be redone, or they may complain about the mine plan not thoroughly compensating for slope, drainage issues, safety etc. If the BFS was not fullproof these can be issues brought to a court for resolution. Any number of areas not having to do with economics could be used to stall for more time. By having a thoroughly vetted BFS, Teck would be less reluctant to use these issues to stall imho.

Elmer is doing the right thing, although taking much longer than any of us wish, to produce a bullet proof BFS so that the clock starts asap. Personally, I don't see Teck doing any stalling once the BFS is produced as they have gotten their financial affairs in order over the last year. However, if they want to get a partner involved, their partner may want more time to get their affairs in order before a buyout is made. However, by doing this Elmer is insuring that Teck makes their decision asap whether it is by going it alone or finding the right partner to go in with.
