I suppose it could be argued that the concurrent reviews of the completed BFS means that the BFS isn't complete until it's been reviewed, notwithstanding the fact that it wouldn't be reviewed until it was complete. Such circular logic can make one's head spin. I suppose it could be further argued that if the reviews found flaws in the completed BFS they would render it incomplete. I'm guessing that's what happened here.
