Yes for sure. Several posters have elaborated on this topic.

You can transfer from other accounts to your TFSA account at today's sp. (Depending on who your broker is, you may or may not have the option to chose the exact transfer price; but basically, it's one of: the sp at time of transfer, the closing price, or any price between the lowest and highest price of the day.)
