MM = Market Makers. IE the big boys with fast trading computers who go around raiding the accounts of uninformed or weak-kneed people. I think you're thinking of large funds - IE pension/mutual funds - those are goverened by different rules, and most if not all probably have a minimum share price for their holdings.
