Seems to me that the reason for any disctinction in this language whatsoever, is that a larger project would be preferable, and be subject to a lower standard of economic qualification

We exceeded the size the lower standard by a factor of at least 2

..again I see a difference between what I believe Salazar says and how Elmer interprets it
