I have read through a report on another Teck mine where EA and fisheries and oceans were involved. My sense is that Teck absolutely knows their way around these waters (no pun intended) and will be giving CUU guidance on anything "missing" that needs to be in the EA process.
This document I was reading left me with the distinct feeling btw that alot of this is back-office politics and environmental feel-good actions that make the process "flow nicely"
ie: Hire a biologist for a year to monitor streams; build some bridges; culverts; or radio tag some bears via donation to specific university program,
voila gov't happy, and even if activists raise a stink (which they did with that Teck mine) Teck won the court cases and proceed to production.
