Here is the thing, the Teck clock does exist and its 120 days and it has been talked about in conferences with Elmer, and also through phone calls i had with him in the past. I think he is saying it loosely to keep a level of respect towards Teck instead of putting a gun to their heasd and telling them if you don't take anything take a hike etc... especially since we are this close and they have sent the notice to Teck. Keep in mind Elmer wants to stay on Tecks good side so their negotiations stay calm and clean. If you were cutting a cheque for Billions wouldn't you want the same level of respect?
