That does seem to be quite evident. It's like they can't get their story straight. Maybe, just maybe, the 'process' is not so much a line by line run thru of the Agreement itself but rather the 'process' is the negotiation stated by the NR (?) Maybe the Agreement has put the two companies into the same meeting room and the negotiations are carrying the day now. That would make any consistent and clear message difficult as the situation is fluid, dynamic and not easily defined and safely verbalized. That's pure speculation of course.
There are many reasons to think that Teck will want this project. There are not that many reasons to think that they don't want this project and I haven't heard any GOOD reasons. That puts willing buyer and willing seller into the same room. It is then easy to think that a lot of stuff in the Agreement could be negotiated away for both parties.
