There is no 12% requirement. We're not using that section.

It's like you have the option of doing A) I'll give you candy if you do a backflip and a summersault OR B) I'll give you candy if you do 3 summersaults. I do 3 summersaults and you say, ya but you haven't done a backflip so I won't give you candy.
