"I'm not positive of whether the Discovery Zone lie within 2 kms. of SC. However, if it is included, wouldn't that make it more than 40%? I will do some research but will anyone out there who knows the answer, please advise. Thanks."

The Discovery zone is within the 2 km area of interest and the 40% does not change.
