I was thinking that CUU would not have submitted the mine plan to the EA process until it was released publicly with the FS NR December 21st. I'm not sure how much they could have trusted the EA reps with keeping that all confidential since there would be a number of individuals and various agencies involved, making tracking a leak fairly difficult. just a thought.
