No. This will never happen (under the current agreement) and I explained it a couple days ago.

Xstrata is a good potential partner for Teck only once Teck buys Copper Fox. Teck can't let Xstrata get the Liard shares, they would control over 90%.

Xstrata not wanting to let go of their portion is a great hint.
