I'd say it means the feds see the economic benefit, and wants things to proceed. It is money well spent (or credited). I wouldn't be suprised if EA applications are expedited too.

The entire country reaps the benefits of mining and oil, and the feds are signalling they are on our side. It's no give-away for sure, it will pay them back handsomely in the future.
