Looks like I have to buy a hugely expensive computer running the algorythmic/HFT software to be able to compete against the big guys/banks. Doesn't sound like IIROC are fostering fair and efficient markets to me. Maybe if a lot more people, and I mean a lot more people complained, IIROC would be forced to do something about it.
