Neofight was wrong in his reporting. The $513,000 referred to NPV at 8% using "Base Case" pricing. So someone today who wanted an 8% return, would pay $513,000 to get the project's cash flow over next 21 years. That's why the BFS sucks.

The total cash flow at Base Case, not discounted for time , over 21 years was $10,476,000 ...that is worth $513,000 in todays dollars using an 8% expected return.
