Of course Teck will do a detailed analysis of this project to see if they are going to mine or not. But I doubt they will diddle daddle at any stage of this process.

Why would teck drag their feet and miss out on possible sales. China, for example, is going to spend the next ten years upgrading their power structure. This will take huge amounts of copper.
