The "per se" which can also be a descriptor for "defamation per se" and "slander per se" merely means that the defamation (the untrue statement) is so egregious that it attracts "general" damages without the need for proof of "special" damages.

I agree that anyone who makes extreme statements of criminal or quasi-criminal conduct should be held accountable for them.
