all valid with no info.imo, but i would "round up" via addition to SP with:

local population buy-in , future development pot., environmental security being all but covered, Power & infrastructure avail. & tax friendly government - ok ok last one is an oxymoronic statement!

i.e. I still feel we are worth +$3.50 for SC alone
